NT 3.5.1 Server - TCP/IP RAS - Error: The server could not bind to the transport...

Problem: Remote Access Services (RAS) with TCP/IP is installed on a domain controller with a statically mapped
address on a WINS server on the other side of a router. Netlogon fails to start and the following error message appears
in the Event log:

Event 2504 from source Server
The server could not bind to the transport \device\NetBT_<adapter name>.
The data is BE 04.

Event 2144 from Workstation
The computer name already exists on the network.

Solution: Remove the static mapping for the backup domain controller.
