When is the LED active?

Problem: When the user first inserts the network interface card (NIC) into a slot, there are no lights active.
As soon as network is established (10BASE-T or 100BASE-TX) the green LED is active.

For the 3C900-Combo, 3C590 and 3C595 -- the green LED lights up when the user first inserts the NIC,
and before the user connects to the network.

Solution: This is not a bug. These differences do not affect functionality.
